  First of all RFC's are not standards, they are "Requests for Comments",
nothing
more or less.  Secondly, to comply with these RFC's than ICANN must
comply with all of them in their policies.  RFC 1591 come to mind here....

  Agreed.  Hence why they are ONLY Requests For Comments, not
standards.

  Also agreed here as well.  However, the ICANN BoD has gotten into a
habit of applying what policies it chooses despite what any specific
RFC might determine.  Again RFC 1591 comes to mind here....

  And we must also recognize that there are a number of standards
bodies W3C and IEEE come to mind here....
