Yes, the bias is intentional. For many people one of the big flaws of
the IAHC/gTLD-Mou was the lack of any stated intent to add more gTLDs
after the first seven. An arbitrarily imposed ceiling seems to
recapitulate the scarcity of the current situation. 

Now, if the powers-that-be judge that additional gTLDs do indeed create
serious problems, they should discontinue the process of adding gTLDs
until the problem is corrected. But I'd rather clarify an intent given
the real likelihood that technical problems won't present serious
impediments to expansion in the range of dozens or hundreds of gTLDs

6-10 more gTLDs raises the ceiling, but not much.
