I believe that as single issue this should not be considered as a good idea but as a required mandate.  Structurally and Procedurally multilingualism should be specifically adopted into the by-laws.  It should never need to depend upon volunteerism.  It should be a funding item that is required.  It
should be a situation where if ICANN does not fund it then ICANN cannot operate. Other than individual representation this single issue detracts from ICANN's credibility more than any other.  This issue as it is handled today has a negative impact on each and every topic that this working group is
addressing.  No strategy or recomendation of this group will have legitamacy in implementation as long as one language is the rule in ICANN.
