An excellent point, but a bit overstated, I think.  Having, for example,
Spanish versions of documents available would greatly facilitate
discussion among native spanish speakers, even if the comments coming
back did need to be in english.  Moreover, don't forget that there are
board members who are multilingual, and will perfectly understand 
comments written spanish. 

That is, translations benefit a community, not just isolated 
individuals who may want to comment.
