At some point, one or more judges will vote. :-)

The WG-C voting may have some threshold value to determine
sentiments.  On the other hand, an articulation of factors
and a corresponding poll on weighting might be more valuable.

The ramping values are less important than the reasons.

For the recommendation to be less than the long
standing industry median/mean that you indicate,
ICANN/DOC - especially in view of the organization's
purported role of enhancing market opportunities
- will minimally need to meet a rationality test.
