Dave, I posted your email, in its entirety to one of the many ISP
forums I am on.  So far every response has contradicted your comment
above. One was particularly insightful, and I'll post it here :

I'd really like you to substantiate your comments in light of the
responses that real ISPs (not corporate types or those who "claim" to
represent ISPs) have been giving to your email.
