Nice considered response.

This is similar to many government agencies have
done.  The problem is that there are significant
administrative costs, potential manipulation
by interested parties who have some favorite pet
criteria, and major litigation liabilities.  These
problems will be much worse with a private organization.

Why don't you believe that random selection methods
(above some minimum threshold requirements) are
practical?
