I understand your point and am not suggesting that we halt all work in this WG until the issue is resolved.  I am, however, insisting that we consider IP issues as integral to the gTLD issue.  This group is charged with deciding (1) whether new gTLDs should be introduced and, if so, (2) developing a workable process for introducing new gTLDs.  How can we ignore the IP issues when addressing these questions?  The marketplace that we are serving consists of businesses and people who need to protect their IP for survival sake.  In trying to decide what is best for the Internet community, we can't ignore the issues that are important to all members of that community.

I think we should proceed on the assumption that ADR, dispute resolution and
famous marks issues will be sorted alongside the introduction of new gTLDs -
but that this should not for one moment delay our work in this WG. We are
here to work on proposals for handling new gTLDs, not on IP issues.
If we let IP issues interfere with our work we will end up like the
situation in Northern Ireland - trying to get new gTLDs introduced before
the cybersquatters have disarmed - or something :-)
