Concerning pre-registrations.   They should be viewed 
just as any other speculation is viewed in our economy.
The speculator is taking the chance, and should be given his/her reward if things work out.  

(When new housing/business developments take place, real estate property owners are not required to give their land back so everyone in the community can have a chance to buy what has now become valuable.)

.web just happens to be one of the first gTLDs.  The whole point is to have MANY gTLDs, so all those people who have yet to register a new domain, will have many, many choices going into the future.   

Don't get hung up on the .web
