The current transfer system is flawed.  The use of AuthInfo codes was the
best solution that the collective experience of Registry and Registrar
developers could come up with.  However like all technical solutions it can
be purposefully or inadvertently abused.  Absolutely this is going to be a
problem.  Some Registrars are going to "game" the system to make it a hassle
for people to stop doing business with them.

Well, they shouldn't have to make phone calls.  In a perfect world people
would retrieve this information from a secure area on their Registrar's web
site.   The existence of an AuthInfo code should make it clear that someone
with access to the domain at the current Registrar has requested that the
domain be transferred.

Clueless customer service people are another problem.  See the below e-mail
to one of our customers from another Registrar using EPP for .ORG.  As we
now use EPP also, an AuthInfo code is absolutely required.
