Dear Paul:  That makes it quite clear.  What Elana proposes is a change in 
rules long since established by votes of the RC.  Her By-Law proposals 
should be consistent with rules already established.  Cleaning up the 
by-laws is not a time to overrule established practices.  Regards, BobC
