To conduct a poll does not require the permission of anyone. Neither, under Best Practices,
is it possible to "make up rules as they go along." No ICANN arcanities are involved.
The process is under the "control" of those interested enough to get involved. What comes
out of all that are one or more thoroughly discussed Motions that are then to be formally
debated, and whichever one survives, if any, is then sought to be entered into the formal
DNSO Secretariat procedure through the ga Chair..

That said, could we please return to dialogue mode, and try to get a
motion onto the table which would enable the GA to make a
_constructive_ contribution? If you want help and suggestions for
this, please refer to my original reply to your motion. If you
don't want that help, that's your problem.
