Which is really nothing but symbolic, since that "ownership" is still
subject to the same conditions that every registrar is required to
impose on registrants.

Something that most registrars practice as well, with a few notable
exceptions, such as NSI, Register.com, Registrars.com, and a handful
of others who think Lock-In is a good thing.  But by and large, most
registrars do no encumber outbound transfers in any way.
