Dear Steven,
this is a very good idea to boost the ccTLDs. You should ask Secretariat to 
translate all the votes into number of DNs, GNP and number of inhabitants, 
contribution to the AmerICANN. This would put some real scale to the 
debate. Also a real motivation to the small countries. It would only be a 
small addition to their PHP program for may be a big result.
