Actually the number is a lot larger if you take in the ones operated by
businesses/individuals that are not exposed on the Internet.  There are a
large number of TLD's that remain private and have not been made public.
That does not mean they have any less rights than any that have been made
public either.  There would be a lot of duplicates also.
