We definitely need criteria established to define an operational 
TLD.  Basically, at this point, (my opinion only) it would indicate 
operational nameservers (at least 2) answering auth for the TLD 
and demonstrated capability of delegating SLDs.  

In the case of .BIZ and .WEB, that is easily shown, as is the case 
for many others.  There are ccTLDs that have little capability 
beyond the basic definition I just stated.  

It is my hope that the TLDA will begin to define technical criteria for 
an operational TLD.  I think that a body of TLD holders is probably 
the best source for it.  Many of the best and brightest in the 
Internet world are TLD holders and have vast experience in the 
technical operation of a TLD.
