People allowed to post on these list are : NC members, ICANN board, DSNO Sec staff, GA chair.

To take your examples one by one
Dave Crocker was a bouncing error from the DNSO Sec which has been signaled later on.
Thomas Roessler is the GA chair
Gary Carp is in the list ncmembers.html you are mentionning
Guillermo Carey was NC member till few days ago where he was replaced after election by J Scott Evans which is now on the list.
