[ga] Confirmation of our new Chairs

To:  Philip Sheppard, Names Council Chair

As the nominator of our new Chair and co-chair I would like to ask the NC
to give us a deadline by which transfer of authority from Roberto/Harald to
Danny/Patrick can be expected to be finalized. 

As I understand, we are still waiting for a formal recognition of the
authority of our new chairs.

This Assembly desperately needs some focus. A mechanism to handle
proposals and motions needs to be put in place.  Moderators need to be
elected (unless the Chairs themselves would take that on)
It would not be proper that our sitting Chairs take responsibility for any
of these tasks.
For the moment the NC has us in limbo.
Unless the new Chairs simply take charge.
