RE: [council] A question regarding the NC Vote




Thank you Marilyn.

The ccTLD feels that their concerns are complex and different enough
to have a dedicated SO, and more channels of communication with ICANN.
Many large ccTLD represent their Local Internet Communities,
which in several cases are national ICANN/DNSO-like bodies.
Contrary to current gTLD, the ccTLD does not operate under
US jurisdiction, but under their national one. They are international.
Therefore all the scheme of relations of ICANN, which was devised
to serve the gTLD (White Paper describes it quite well) does not
apply mutatis mutandis to the ccTLD, and request for reconsideration.

But to built up the ccSO the ccTLD group intends to proceed withing ICANN 
Bylaws, respecting and considering all partners: ICANN Board and staff, 
the Names Council, all Constituencies, the DNSO, the ALSC.
The process of constructing a new ccSO will take some time.
