In preparation for item 4, I think it is important for everyone to review
the ICANN bylaws and have them handy at the meeting.

I believe that some of the problems that have surfaced in connection with
the previous working groups stem from either the absence of a clear,
concise and most importantly reasonable charter.  I also think that there
must be some mechanism to ensure a representative and manageable
composition.
