[council] Proxy



Dear Members of the Names Council,

I am unable to attend the upcoming meeting of the Names Council in Cairo due
to a previous engagement.  This message is to therefore advise you that I
have given my proxy to Ted Shapiro, MPA-Brussels, to represent me at the
Names Council meeting on 8 March 2000 in Cairo and to vote on my behalf.  I
hope to be able to attend the next meeting and look forward to working with
you all.
