Just a small precision: in the past the NC have repeatdly stated,
according to the Bylaws, that WGs are open to non-DNSO (and therfore
non-GA) membrs. Just note that this definiton slgihtly changes this,
as it makes autoatic membrs of the DMSO any participant within WGs.
Not necessaily a bad thing, simply a change that should be clarified.
