RE: [council] Definition of the GA urgently needed

Thank you for your input Dennis.
I took into consideration many, here are exceptions:

DJ> 4. The members of all the mailing lists on the dnso.org server,
DJ> including the General Assembly mailing list - ga@dnso.org,
DJ> and the DNSO Announcements list - announce@dnso.org
       4. The members of all the mailing lists on the dnso.org server,
including the General Assembly main mailing list - ga@dnso.org,
and the Announcements list - announce@dnso.org

I left the original text of rules for the ga@dnso.org, because
the following item:
"Respect other participants, do not insult anybody"
is much stronger than
"Respect the opinions and sensitivities of the other participants,
     and do not insult anybody",
and originally it was intended as the reminder of the privacy law
(prohibition against insults).

Like we say in French:
la liberte des uns s'arrete la ou commence celle des autres
(your freedom stops when it starts to attempt the freedom
of somebody else; it includes also the freedom of speach).
The border is not easy, but the privacy law is the sacred one in France.

The forged recent mails are an irrespect of privacy of everybody,
not targetted to any opinions.

I left:
"Consider this list precious, and take care of it."
because it is stronger than:
"Consider the use of the list to be precious, and do not abuse it."
In the first sentence the ga@dnso.org members are considered as
co-owners of the list, whereas in the second as invited to somebody
else place (at least it was the initial generous wholeheart intent,
whatever the result in English is, and whatever the ga members are).

The final text for a FAQ follows.
