[council] Definition of the GA urgently needed

Council,

The ga@dnso.org list started a debate about election (procedures
*and* election), but my understanding is that the NC or the ICANN
lawyers need to step in and remind the audience about definitions.

The unavoidable first comment is that the DNSO GA is a ga@dnso.org
list.
Actually and since yesterday when I watch carrefully a process
of subscriptions/unsubscriptions to the ga@dnso.org, the score is
minus 12. I also received an inquiry to webmaster@dnso.org on how
to join the GA.
Would you mind, please, check a small text to put into a FAQ
(the ga@dnso.org rules are the ones each subscriber receives since
the creation of the dnso.org server).
