To be honest, I have to express some concern here -- I realize you were not
at the LA meeting. However, I'd assumed you got a debriefing on the NC
meeting, or looked at the notes/transcript on what was discussed, and what
action items the NC agreed to take.

The draft Caroline forwarded concerned GA Chair, request for nominations,
dates, etc., which the NC had discussed not only on the NC conference call
prior to the LA meeting, but also at the LA meeting. It was for an agreed
upon action item, and was forwarded to the NC to formalize and get signoff
on how drafted - i.e., get comments on whether it accurately reflected the
NC discussions, dates that we'd agreed to, and whether it made sense, as
written (i.e., were there any typos). Additionally, obviously, if there were
any glaring errors about reflecting the NC discussions/agreements on issue,
NC members would have also caught those. The draft wasn't reopening an
already held (in public forums) substantive discussion.

I was therefore surprised, and somewhat confused that I ended up seeing
Caroline's draft on the GA list. I wasn't sure how or why it ended up there,
but also what kind of input and comments were being sought, and why, since I
thought we'd concluded this discussion at the public NC meeting in LA.

Please note, my concern has nothing to do with transparency - reaching the
point of formalization was the result of the discussions on the issue and
decision how to proceed, etc., all held in public forums.

I hope that as the NC we are not adopting this pattern for every draft, or
discussion, that are follow-up or formalization for agreed upon action items
in NC public forums. I like to get or provide input - all NC members should
have a chance to have a quick review when we formalize action items.

From the attached below, you will see that yesterday Caroline proposal
(see to {ELISABETH, WHERE????]) were transmitted to the NCDNH list,
before any comments to the council, and before I sent an official
one to all lists as well as to all Constituencies liaisons
(I did it within 2 hours after Caroline message and during
my official hollyday -- Armistice Day; nothing was in late).

I am not sure it is correct.
You probably noticed I never send an official email to the ga@dnso.org
or announce@dnso.org lists from my personnal account, with my
personnal name.
