devil's advocacy:

the meeting is open.  anyone may attend.

that it is in a physical location inconvenient for some set of people is
because it is in a plysical location which is convenient for others.  this
is part of global openness.

there is no obligation on any party to pay for broadcast facilities so that
the folk for whom a particular meeting is distant may participate.  it is
very nice when this can happen.  but it is not an obligation.

it would be quite inexpensive for the meeting to be video taped and the tape
fed into an archive.
