in my opinion it would a good idea to have each constituancy fund its
porportionate share. if there is a time problem getting members of this
consitiuancy to individually fund it. then maybe company-members of these
constituancies could advance funds to the constituancies to cover this cost
on the premise that they will be reimbursed by the constituancy.

i feel that it has to be a share cost in order to avoide the criticism of
someone , organization, or company "buying favor"
