Let us take the GA:

       "General Assembly - Core Issues
       Of 13 respondents to the question "Is the function of the GA properly
       defined" 12 said "no" and one didn't know. Clearly the definition of
the GA
       and it's tasks needs to be seriously addressed. Time has been
scheduled for
       this discussion."

I think we need to address this from two angles, inside and outside.

A. Outside: It is a group that is made up from the overall population as
opposed to the specific as in constituency. It has meetings and
communication. (In fact assembly is both a noun and a verb, plus more)
Usually assemblies have self governance from within. Usually assemblies have
as main purposes, reporting back to the population and reporting up to higher
powers.
(it is here IMHO that Education and Outreach can have fundamental effect)
Usually assemblies do not have any direct power or control. Usually
assemblies do not elect persons who act anywhere outside the assembly except
as representatives of the assembly.

B.  Inside:  Currently; Their is no acting leader.  There is no specific
mechanism to obtain a leader from inside the assembly. It meets at the same
time as the BoD. Communication is limited and not organized. It has no staff.
There is no procedure for reporting in either direction. There is no specific
representative from the Assembly. Membership is loosely defined both as
actual and ad hoc. There are no defined areas of tasking.

At the present time there is increasing activity that appears to be
rightfully focused on self governance and the public comment period on
reports. Very insightful information can be found at

I will not apologize for any errors contained herein and respectfully request
criticism of these definitions. Please keep in mind that some of this is
overstated, in that I use absolutes, for instance I am reporting to this
group regarding the assembly and so clearly there is some reporting,
education and participation.
