I think that would help the proceeding immensely.

Perhaps some structure with the lists would also assist a goal of this type
ie: WG-C-RFC & WG-C-Working.

The purpose of the first would be to sythesize reasonable proposals through
group discussion, the second would fulfill the role of the moderated
discussion that you note above. In fact, a setup like this would allow for
general public feedback on the RFCs if the proper systems are put into place
beforehand. In the RFC group, only properly created RFCs and their ensuing
threads would be allowed by the moderator.
