And there are also serious drawbacks should there be too much
consolidation.  The types of things people who oppose "for profit"
registries have been using as arguments against them.

I left the actual number out, meaning it would permit some consolidations
without requiring ICANN approval or exception status, but anything above
that number, whatever it is set at, would, for instance, require ICANN
approval.
