At the most basic levels, perhaps. But the documents contain much more than
that from an operational level. Too much in fact to digest prior to the
deadlines. I have a a dedicated team working on this and we will be lucky
to have a preliminary opinion formed prior to Friday - never mind
coalescing a formal position statement....
