You will not get my vote on a dispute resolution process.  Given the 
constantly evolving laws regarding domain names, and the recent US 
rulings that domain names are NOT interchangeable with trademarks, it 
would not be advisable to try to create new international law out of 
the air.  This should be left to the experts - the court systems. 
Further, there has never been consensus as to whether there should or 
should not be a mandatory dispute resolution process, even in the 
IFWP days.  What makes anyone think that there would be a consensus 
now?
