If an alternative root server provider added .web and pointed to
IOD's zone servers, that's their business.

The two that IOD participated in, eDNS and ORSC went to great
lengths to include and not interfere with IANA's root. Indeed, both
organizations had, as a founding concept, working with (not
against) IANA.
