I agree. I think three is a good number. One is not enough because of the value that will be attached to domain names in that TLD. If we have only one, I believe there will be more of a "gold rush" for new names (and more threats of cybersquatting). (There will be a "gold rush" anyway, but not as bad as if there was only one new TLD).
