Dave, ISPs aren't uninterested... ISP's like AT&T  WorldNet and I would
suspect many others are very interested. CIX is also involved in these
issues, as is EuroISPA... 

there are undoubtedly others...

Please clarify and elaborate on what you mean.  I am not understanding what 
it is that ISPs operationalize that pertains to the current discussion.

Surprisingly, ISPs are largely uninterested in the domain name issues.
