[wg-c] Merging WG1 and WG3

I would like to propose that we merge the WG1 and WG3 lists. It is fairly
obvious that it is impossible to discuss the subject with a sort of
artificial isolation imposed.
Also, there have only been four postings to WG3, which implies that there is
no Working in the Group.
If we merge them we should be able to push on to some conclusions.
Agree/disagree?

BTW, I think WG2 is a special case that can be left unmerged - but it also
needs to get its act together a bit.
