[wg-c] Discussions of process impacting entire WG

Reading through the wg-c-1 archives, it's apparent that there is not
only discussion underway about process, but potential decisions being
made.

I'd ask that in discussions such as these, which impact the WG as a
whole, the author address them to the entire WG (i.e., wg-c@dnso.org),
as not all members of WG C are also members of the wg-c-1 mailing
list.
