[wg-c] Committee membership?

I am interested in joining Drafting Committee 3. I don't understand how the
three Drafting Committees can reach any sort of rational decisions when they
aren't considering the whole picture, but I'd still like to be involved in
the discussions on Committee 3.
Can someone effect this?
