The ccTLD Constituency of the DNSO is composed of ccTLD Registries. The roster of ccTLD Registries is maintained by ICANN in IANA ccTLD database http://www.iana.org/cctld.html
On 18 June 2000 the IANA ccTLD Root-Zone Whois database presentation has been changed and updated. The IANA will, in time, operate a port 43 and web Whois service for the root. Root whois will be coordinated with root zone file generation. For now, the IANA have the web service for the contact information only because of difficulties in keeping the NSI Registrar system current.

Voting rules
Each ccTLD Registry dispose of one vote.
The only accepted votes are from the e-mail address of the recorded administrative contact of the ccTLD as registered in the IANA maintained database at the time when the vote is declared open.
Proposed election process for ccTLD NC representatives
All votes will be made by e-mail to an independent teller. The independence of the teller must be acceptable by consensus by all ccTLDs and should be nominated by the admin council.
A set of Technical and Functional Specifications for an E-mail Voting System is to be provided.

The Interim secretariat will provide an executive function, operating under guidelines of the ccTLD Administrative Committee, and act as a single point of contact for all ccTLD business.
