[registrars] nomination period re-opens

after reviewing our Rules of Procedure (http://www.byte.org/rc-bylaws-wg/ballot/gnso-rc-rop-041703-v1r0d0.pdf)
the executive committee realized we did not have the nominations period
open for the required 14 days, thus we are re-opening the nominations
period for 4 days so that we comply with the ROP.

If you have nominations to make please forward them to the list.
