Rick,

I always I wanted to give a full disclosure of everything possible about a
fraudulent transaction and was alerted a couple of times before that it may
violate some law.  Your idea of publishing fraudulently registered domain
list to alert registrars is a good and concise one to begin with and I don't
see how it would violate any law.  I can check with my lawyer.
