[registrars] Nomination



Registrars:

I believe that we should have at least two nominees for the delegate to
serve on the ICANN Nominating Committee. I also believe that Elliot Noss
<enoss@tucows.com> of TuCows would be an excellent advocate of our
constituency.

Elliot is excellent at vocalizing values, and I believe that he is capable
of serving in the capacity enumerated below.

I also encourage other registrars to nominate other individuals with the
capabilities listed below or engage in discussion of the qualifications of
the canadates.
