For what it's worth Bruce, I only ran the numbers as a convenience to anyone
that was interested (that's what I meant when I said *informal*). You are
free to do the same. Procedural objections should be forwarded to our Chair.
You raise an interesting point regarding consensus. If you are correct (and
why should we argue with Websters), then we might want to re-examine the
process by which Verisign recently extended their operating contract for
CNO. That was also a consensus based process which, if I remember correctly,
most certainly wasn't unanimous and didn't include a poll of registrants
either.
