[registrars] NSI/Verisign "failed-to-meet-criteria" justification for nacks


Dear all,

We are getting a growing number of rejections of transfer requests
from NSI/Verisign where we are simply told:

 "The Change of Registrar request for the domain name, [[[snip]]], has been denied.

 This Change of Registrar request was denied because the Domain Name did not meet 
 the criteria necessary for Network Solutions/Verisign to permit the transfer."

There is no indication of the criterion which caused the rejection. The
result is, of course, further aggravation and unnecessary additional workload 
for the customer and the registrar chosen by the customer.

Does the nacking registrar not have the obligation to state the reasons?
