Besides these changes, there's another edit which must go into the 
final report:  On page 71, findings on question 17.d, the last 
sentence must be changed from "... demanded a change to the existing 
bulk access provisions" to "... demanded a change to the existing 
bulk access provisions and answered the free-form part of the 
question."

Otherwise, readers may get confused on what's meant by 100% in that 
part of the document.
