I would note that there is very little commetn on the Registrar 
proposal. Comments on that would be a first priority.

Its rather impractical due to the operational requirements that it puts on
the registry - ie - they don't have the data to deal with the process.

More importantly, what is the opinion of the DNSO community on the rather
extensive proposal that the registrar community has put forth?

If a report from CIRA is necessary, please let me know (we are heavily
involved w/CIRA and would be more than happy to arrange for a briefing).
