[nc-transfer] Transfers Task Force Participants

Marilyn,

We are still waiting on you as interim Chair to decide whether you will honor 
the Bylaws and allow Joanna Lane to participate in this Transfers Task Force 
as an "interested party" and registrant representative.  

We also have had a request from both Vany and myself to allow At-Large 
Directors to participate in this Task Force.  As you know, "Consensus 
Policies are those specifications or policies established based on a 
consensus among Internet stakeholders represented in the ICANN process" -- as 
the At-Large is represented in the ICANN process through our Directors, they 
do have a legitimate right to participate and they are universally recognized 
as representatives of the registrant community which should be represented in 
this TF. 

It's not your intent to deny the right of participation to our Board 
Directors, is it?  Let's get your answer now so that we can settle this issue 
of representation, and then move on rapidly to the other tasks at hand.
