I cannot disagree with that point.  The next step in the process, as I
understand it, is for the Budget Committee to receive a draft of a detailed
arrangement (we have called it an MOU) between ICANN management and the NC.
This document should address our need, and your concern, for clarity.

I would be quite willing to consider a board grant of a well defined, well
limited executive authority to some part of the DNSO to enter into
agreements with donors, thus eliminating any residual question over
whether ICANN is obligated to fulfill those conditions or not.

Again, my goal here is to seek clarity and predictability.
