Before going to a membership fee as I suggested at the last MdR meeting,
the constituency decided to explore the possibilities to get a full
support through the Salzburg seminar.
A group of 3 people (Milton Mueller, Michael Froomkin and myself, is
supposed to prepare a business plan and submit it to Salzburg Seminar.

I think that this will not work, since there is no reason for the Salzburg
seminar to fund a specific constituency and not the others (which is
different from funding individuals to help them attending ICANN meeting.

We must go through this necessary step (check whether Salzburg will fund
or not) before going back to the constituency and setting a membership
fee. 

It may take a bit longer for the NCDNHC to achieve the goal, but we will
do it.

I do not see any advantage to use hard stands when soft and fully
explained procedures can achieve the goals.
