Dear Philip,

Milton pinpointed the key consensus within the Council - item 7 of the 
proposed report.
Given our task for this consideration, I think his thinking is the right 
way. Here, whether our report is to be a Draft or an Interim report is not 
so important.
The point is whether it is meeting to our own task given by the Board.
Could you clarify this?
